The Employment Pass (EP) is Singapore's primary work visa for foreign professionals, managers, executives, and specialists. It is also the most commonly used work pass for foreign entrepreneurs who are directors of Singapore companies and wish to work in Singapore.

What Is the Singapore Employment Pass?

The Employment Pass allows foreign professionals to work in Singapore for a specific employer. It is issued by the Ministry of Manpower (MOM) and is valid for one to two years initially, with renewals available for up to three years at a time.

Who Is Eligible for an Employment Pass?

Salary requirement: As of September 2023, the minimum qualifying salary for new EP applications is SGD 5,000 per month for most sectors, and SGD 5,500 per month for the financial services sector. For applicants aged 40 and above, the minimum salary is approximately SGD 10,500 per month (Source: MOM — Employment Pass Eligibility).

Educational qualifications: You must hold a degree from a recognised university or have equivalent professional qualifications.

Job role: The EP is intended for professionals, managers, executives, and specialists.

The COMPASS Framework

In September 2023, Singapore introduced the Complementarity Assessment Framework (COMPASS) for Employment Pass applications. COMPASS is a points-based system where applicants must score at least 40 points out of 80 to qualify (Source: MOM — COMPASS).

How to Apply for an Employment Pass

Step 1: The employer gathers the applicant's personal details, educational certificates, employment history, and the job offer letter.

Step 2: The employer submits the application online through MOM's EP Online portal. The application fee is SGD 105 (non-refundable). Processing typically takes three weeks (Source: MOM — Apply for an Employment Pass).

Step 3: If approved, MOM issues an In-Principle Approval (IPA) letter. The applicant must enter Singapore within six months of the IPA issuance date.

Step 4: After arriving in Singapore, the applicant registers their fingerprints and photograph at the Employment Pass Services Centre (EPSC) to receive the physical EP card. The issuance fee is SGD 225.

Employment Pass for Company Directors

Foreign entrepreneurs who incorporate a Singapore company and wish to work in Singapore as a director typically apply for an Employment Pass. The company (as the employer) sponsors the EP application for the director.

Key considerations include: the director must pay themselves a salary that meets the minimum EP qualifying salary, the company must have genuine business operations in Singapore, and director applications are subject to COMPASS assessment.
